The Wildlife Institute of India (WII) has prepared the Conservation Action Plan for the Caracal, Fishing Cat, and Clouded Leopard under the Government of India–UNDP–GEF-7 Project, titled "Strengthening Conservation and Resilience of Globally Significant Wild Cats through a Focus on Small Cat and Leopard Conservation." The report provides the first comprehensive, science-based national framework for the long-term conservation of these three priority felids in India. Developed through extensive scientific review, spatial analyses, stakeholder consultations, and Strategic Environmental and Social Assessment (SESA), the Action Plans identify priority conservation landscapes, assess species status and threats, and recommend landscape-specific management interventions, monitoring frameworks, capacity building, habitat restoration, and policy measures to guide coordinated conservation efforts across the country.
