I. Policy and Legislation: Need for innovative and equitable laws and policies for poverty reduction – Discussion and formulation of recommendations on changes needed in forest policy and legislation so forests can enhance livelihoods of forest-dependent communities. |
II.Community-based forest management: Another tragedy of the commons, or where is the incentive? – Discussion and formulation of recommendations on approaches needed to strengthen the incentive base for engaging in CBFM programmes. |
III.Institutions: Need for further refinement of local authority and management structures so respective rights and duties of state and local communities are balanced – Discussion and formulation of recommendations on changes needed in institutional aspects to enhance the benefits to the communities while strengthening the state’s ability to manage the resources sustainably. |
