No A/7-90/2004/Str-WII TENDER NOTICE Sealed Tenders under two bid systems (technical and commercial) are invited for supply of equipments for Forensic Laboratory: (1) Purchase of Cold Storage chamber - 1 No (2) Lab Freezer- 35 degree C - 1 No (3) Digital top loading balances (for 2000 g and 20 kg) - 1 No (4) High resolution pH/ lon meter - 1 No (5) Software for primer designing, sequence alignment - 1 No (6) Microprocessor Controlled Laminar Air Flow - 1 No (7) Freezer and Cold Storage chamber in 1 No. The tender document (containing technical specifications, terms and conditions, amount of EMD etc.) can be obtained from the Administrative Officer on payment of Rs.500/- through Demand Draft in favour of Director, Wildlife Institute of India payable at Dehradun. The technical and commercial bids should be submitted to the office of the Director, Wildlife Institute of India, P.O. Box No. 18, Chandrabani, Dehradun – 248 001 by 1500 hrs on 28th April, 2005. The technical bid will be opened on the same day at 1530 hrs. in the presence of vendors or their authorized representatives, who decide to be present. Terms & Conditions
(1) The tender is to be submitted under two bid system viz. ‘Technical bid’ and ‘Commercial bid’ in two separate sealed envelopes and should accordingly be superscribed. Both the sealed envelopes should be kept in a third envelope on which it should be superscribed ‘TENDER FOR Equipment for Forensic LABORATORY’. The commercial bid will be opened only after the scrutiny of technical bid has been done and only for those bids that have been technically acceptable.
(2) The Items being procured should be of Original Equipment Manufacturer (OEM) and no non-standard equipment should be quoted. All detailed specifications, catalogues/literature/brochures software and make of the items should be clearly mentioned and attached with the Technical offer. Bidders must be authorized dealers of Original Equipment Manufacturer (OEM). Assemblers of non-standard equipments are not eligible to take part in this tender. Tender Specific Authorization for the above equipments from the OEM should be enclosed with the Technical Offer.
(3) The purchase of equipments are against Custom Duty Exemption/Central Excise Duty Exemption only as the case may be. Only 5% custom duty (Special Additional Duty) to be charged by the custom authority as applicable at the time of clearance of the shipment would be payable by the Institute in case of imported items. The Institute would provide all necessary documents for custom clearance and for exemption of Custom Duty for the imported items and Excise Duty Exemption Certificate for the indigenous items.
(4) In
case of imported items against custom duty exemption, the rates are to
be quoted on F.O.B basis. (5) The cost of this tender documents is Rs.500/- (non-refundable) which should be enclosed with the Technical Bids in form of Demand Draft payable to Director, Wildlife Institute of India, Dehradun.
(6) The rates should be inclusive of taxes, levies, freight, insurance, forwarding and installation for FOR, Wildlife Institute of India, Dehradun. Sales Tax as applicable against Form III-D will be paid separately by the Institute. Rates are to be quoted only in Commercial Bid, otherwise it will be considered as invalid. The rate should be quoted for the above item in Indian Rupees/Foreign Currency as the case may be.
(7) Detailed specifications, catalogue/literature, authorization certificate of all the items quoted should be supplied with the technical bid. Bids incomplete in any respect are liable to be rejected.
(8) The bidders must submit their company profile, brochure, make and model of the Equipments to be supplied. A list of Institutions/Universities / Organizations / Agencies along with copies of the supply order to which the Equipments have been supplied must be sent along with the Technical Bid.
(9) The dealer/company should indicate the financial turn over during the last three years. Legible photocopy of orders of different organizations booked during the last one year should be attached. A certified copy of the annual turn over along with copies of Income Tax Return for the year 2003-2004 must be enclosed with the technical bid.
(10) The equipments should be quoted with onsite comprehensive warranty for a minimum period of two year after satisfactory installation.
(11) 90% payment of the cost of equipments will be made on receipt, acceptance and satisfactory installation and balance 10% payment will be released against bank guarantee of the same amount for the period of the warranty to cover the warranty obligations.
(12) Each tenderer should clearly specify that the tenderer agrees to abide by the conditions of this tender document on their printed letter head indicating hereon Sales Tax Registration, FAX, Email, Telephone numbers, etc.
(13) The tenders (Technical Bid) should be accompanied with a Bank Draft of an amount of Rs. 6,250.00 for Purchase of Cold Storage chamber, Rs.6,250.00 for purchase of Lab Freezer- 35 degree C, Rs.3,750.00 for purchase of Digital top loading balances, Rs.1,500.00 for purchase of High resolution pH/ lon meter, Rs. 7,500.00 for purchase of Software for primer designing, sequence alignment, Rs. 3,750.00 for purchase of Laminar flow and Rs. 5,000/- for purchase of freezer and cold storage chamber in one unit as Earnest Money Deposit (EMD) payable to Director, Wildlife Institute of India, Dehradun. The EMD of unsuccessful bidders will be returned. The EMD of the successful bidder will be converted into a Security Deposit and will be returned after the successful installation of the equipments.
(14) The supply of equipment has to be made within a period of 2 months from the date of the issue of Purchase Order by the Institute. In case firm fails to supply the equipments in the specific time, 0.5% cost of the whole supply for every week as late supply will be deducted from the bill to the maximum of 5% after which the order will remain cancelled.
(15) Director, WII, Dehradun reserves the right to reject or accept any tender without assigning any reason.
(16) In case of any dispute, the Director, Wildlife Institute of India, Dehradun shall decide the issue and his decision will be final and shall be the binding on the parties.

Detailed specification of equipments needed under Wildlife Forensic Cell
1. Specification of Cold Storage Chamber:-
Cold storage chamber should be vertical (upright type) having microprocessor system temperature controller, Capacity: Freezer- more than 1050 litre, Temperature range: 0 to 100C with accuracy of _ 0.10C; auto function defrost system; auto exchange dual evaporator; over and under temperature cut off; along with racks and precise temperature reproducibility and uniformity within + 0.50C; power supply AC 220 V; 50/60 Hz.
2. Specification of Lab Freezer of ambient to – 350C
Freezer vertical (upright type) temperature controller by microprocessor PID system, Capacity more than 400 litre; Temperature range: ambient to – 350C with accuracy of + 1.00C; over current and leakage breaker; breaker; over and under temperature cut off; CFC Free coolant; auto defrost function; and along with racks; power supply AC 220 V; 50/60 Hz.
3. Specification of Digital top loading balances
(a) Digital top loading balance of around 20 kilograms: with a precision of at least 1.0 g; compact and space saving; fast response time with highly stable reading; LDC display for easy viewing; built in rechargeable battery; power supply AC 220V; 50/60 Hz; must have an over weight protection, dust protection, a port for computer and printer & and the relevant software.
(b) Digital to loading balance of around 400 g: with a precision of at least 0.1 g; compact and space saving; fast response time with highly stable reading; LDC display for easy viewing; built in rechargeable battery; power supply AC 220V; 50/60 Hz; must have an over weight protection, dust protection, a port for computer and printer & and the relevant software.

Specification of High resolution pH/lon meter The system should be fully automatic performance and microprocessor controlled, non-volatile memory retains calibration date during power loss, offer automatic multi point calibration of buffer points, auto end point, automatic temperature compensation with electrode, pH should be-1.99 to 16; voltage with resolution + 0.001; Temperature – 5 to 1050C at least with resolution of + 0.10C. 0-14 pH (+ 414.4mV), +2200. mV. 0-1000C respectively, Instrument should have a high resolution of 0.001 pH, 0.1 mV, 0.10C respectively for pH, potential and temperature; power supply AC 220V; 50/60 Hz.
5. Specification of Software for primer designing and sequence alignment: Software suitable for DNA related work having align multiple and pair-wise sequence analysis; Design primer for PCR and Probe; assemble sequences; locate and determine restriction sites; edit primary sequence date; suitable to determine genes and protein structure; compatible with BLAST date base; accept various formats for import and export of data; manual; suitable to run Windows XP platform.
6. Specification of Microprocessor Controlled Vertical Laminar Air Flow: having Hepa filter for 99,999% efficiency for particle size > 0.3 um; filter with efficiency of 85% or more; microprocessor air speed control system and automatic speed compensations for increasing filter resistance; with light of high intensity; low noise level; UV light with timer control, operating on 230V, 50 Hz; internal size around 885 W x 630 D x 630 H mm.
7. Specification for Freezer and Cold Storage chamber in one unit Freezer and cold storage chamber should be in one unit and vertical having specifications of; independent temperature controller by microprocessor PID system. Capacity: Freezer- more than 300 to 400 litre; Cold Chamber-more than 600 to 700 litre; Temperature. Range: Freezer 0 to 350C’ with accuracy of + 1.00C: Cold chamber 0 to 100C with accuracy of + 0.10C; over current and leakage breaker; over under temperature cut off; CFC Free coolant; auto-defrost function; two inner tempered safely glass door with vacuum paired outer door and along with racks |
