TENDER NOTICE
Sealed Tenders are invited in two bid systems from Indian and foreign vendors (manufacturers) or their authorized agents in India for the supply of Qty. 20 of Digital Wildlife Motion Activated No Flash Camera Using Passive Infra Red Sensor Detector Systems. Tender document containing details of the required technical specifications of the above equipment and terms & conditions may be obtained from the cashier of the Institute against cash payment of Rs. 500/- towards cost of each Tender Form or can be down loaded from the Institute’s web site www.wii.gov.in. In case the Tender Document is downloaded from the said website, a Demand Draft of Rs. 500/- or US $ 15 (in case of foreign vendors) drawn in favour of Director, Wildlife Institute of India, payable at Dehra Dun, India should be attached with the Technical Bid.
The last date for selling the Tender Documents is 31st July, 2006 upto 1100 hrs and that for submission of the Technical and Financial Bids along with an Earnest Money Deposit (EMD) of required amount is 31st July, 2006 up to 1500 hrs. The Director, Wildlife Institute of India, Dehra Dun, reserves the right to reject any or all tenders without assigning any reasons.

TERMS AND CONDITIONS (Items should be quoted strictly in accordance with the Technical Specifications given in Annexure”A”)
(1) The Item being procured should be of Original Equipment Manufacturer (OEM) and no non-standard equipment should be quoted. All detailed specifications, catalogues/literature/brochures and make of the items should be clearly mentioned and attached with the Technical Bid. The Tenderers must be Authorized Dealers of Original Equipment Manufacturer (OEM). Assemblers of non-standard equipment are not eligible to take part in this tender. (2) The purchase of Digital Wildlife Motion Activated No Flash Camera Using Passive Infra Red Sensor Detector Systems would be against Custom Duty Exemption (CDE)/Central Excise Duty Exemption only, as the case may be. Only Custom Duty (Special Additional Duty) to be charged by the Custom Authority as applicable at the time of clearance of the shipment against Custom Duty Exemption would be payable by the Institute. The Institute would provide all necessary documents for Custom Clearance and for Exemption of Custom Duty for the imported item and Excise Duty Exemption Certificate for the indigenous items respectively. (3) In case of imported items against the Custom Duty Exemption, the rates are to be quoted separately on Free on Board (F.O.B) basis and on Cost Insurance Freight (C.I.F.) basis. (4) The cost of this tender document is Rs. 500/- (non-refundable). In case the tender document is down loaded from this Institute web-site www.wii.gov.in, the cost should be enclosed with the Technical Bid in the form of a Demand Draft drawn in favour of Director, Wildlife Institute of India, Dehradun (U.A.) payable at Dehra Dun, Uttaranchal. (5) The rates quoted should be inclusive of taxes, levies, freight, insurance, forwarding and installation for FOR, Wildlife Institute of India, Dehradun (U.A.).. Rates are to be quoted only in “Financial Bid”, otherwise it will be considered as invalid. (6) Detailed specifications, catalogue/literature, Authorization Certificate should be supplied with the “Technical Bid”. Bids incomplete in any respect are liable to be rejected. (7). The bidders must submit their Company Profile, Brochure, Make and Model of the Equipment to be supplied. A list of Institutions/Universities / Organizations / Agencies along with copies of the Supply Orders to which the equipment had been supplied, must be enclosed with the “Technical Bid”. (8) The equipment should be quoted with Onsite Comprehensive Warranty for a minimum period of one year after supply /acceptance thereof. (9) 90% payment of the cost of equipment will be made on receipt, acceptance and satisfactory installation and the rest of the 10% balance payment would be released against Bank Guarantee of the same amount for the period of the warranty to cover the Warranty obligations. (10) Each tenderer should clearly specify that the tenderer agrees to abide by the terms & conditions of this Tender Documents on one’s printed letter head indicating thereon Sales Tax, Registration, FAX, Email, Telephone numbers, etc. (11) The tenders’ (Technical Bid) should be accompanied with a Bank Draft of an amount of Rs. 10,800/- (Rupees Ten Thousand Eight Hundred Only) for Purchase of Digital Wildlife Motion Activated No Flash Camera Using Passive Infra Red Sensor Detector Systems, as the case may be, as Earnest Money Deposit (EMD) in the form of a Demand Draft in favour of Director, Wildlife Institute of India, Dehradun (U.A.) payable at Dehra Dun (UA). The EMD of unsuccessful bidders will be returned. The EMD of the successful bidders will be converted into a Security Deposit and will be released after the supply/ acceptance of the equipment. (12) The supply of equipment has to be made within a period of 15 days from the date of the issue of Purchase Order by the Institute in case of indigenous vendors and from the date of opening of L.C. in case of foreign vendors as the case may be.. In case firms fail(s), to supply the equipment in the specified period of time, a penalty @ 0.5% on the total cost of the whole supply for every week as late supply, would be deducted from the bill of the concerned to the maximum of 5% after which the order would automatically stand cancelled. (13) Technical Bids will be opened on 31st July, 2006 at 1530 hrs. in presence of Vendors or their authorised representatives who wish to be present. Financial Bids of only technically acceptable quotes will be opened on a later date after technical evaluation of all the bids so received. (14) Director, WII, Dehradun (U.A.) reserves the right to reject or accept any tender without assigning any reasons thereof. (15) In case of any dispute, the Director, Wildlife Institute of India, Dehradun(U.A.) would decide the issue and his decision will be final and shall be the binding on the parties.
