Terms of Reference for engaging Consultant (Two) and Project Associate (One)

 

India and Germany have joined hands to work towards the conservation of coastal and marine biodiversity and improvement of the livelihoods of the local communities under a new project "Conservation and Sustainable Management of existing and potential Coastal and Marine Protected Areas" (CSM-CMPA). The project is being jointly implemented by the Ministry of Environment and Forests (MoEF), Government of India, and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU).

The overall objective of the project is improved conservation and management of biodiversity in selected existing and potential Coastal and Marine Protected Areas (CMPA).

The objective of the task to be carried out by the Wildlife Institute of India (WII) is to undertake Capacity Needs Assessment (CNA) for participatory management of Coastal and Marine Protected Areas in India and to guide the development of a customized and comprehensive Human Capacity Development (HCD) plan.

The Capacity Needs Assessment exercise needs to be conducted in a highly participatory manner with detailed consultations at National, State, District and Local levels in four coastal States of India viz. Gujarat, Karnataka, Maharashtra, and Tamil Nadu.

The tasks to be carried out by WII will be complimented by other International and National consultants who will focus on other stakeholders (fisheries, media) under the overall task of Capacity Needs Assessment.

The specific tasks assigned to WII are as follows: 

1. Develop a preliminary action plan for carrying out the task, within one week of commencement of the contract (to be done in close coordination with the   international expert   in order to ensure compatibility with the CNA approach).

2. Inputs to the short report prepared by the International consultant on the accreditation/ certification options of HCD trainings within the scope of the project. Inputs of WII will be particularly in the form of collection and assessment of accreditation and certification schemes applied in the Indian context.

3. Inputs to customization of the existing Capacity Needs Assessment tool, carried out by the International consultant.

4. Organize and execute a ‘Situation Analysis’ of the existing capacity development systems, structures and tools relevant to Marine Protected Areas (MPAs) in India, including

  • stakeholder mapping in the selected States as well as at the national level, as a necessary step to gain insight into the existing stakeholders relevant to the project objective and outcomes, and to understand their interrelationship and networks.

  • baseline capacities of relevant training and learning institutes, at the National and State level, while focussing on the institutes providing training to government personnel.

  • policy and legislation mapping in the selected States as well as at the national level to understand the gaps and opportunities for establishing and managing coastal and marine protected areas in general, and in a participatory manner in specific. This includes traditional governance systems and customary rules as well.

  • baseline capacities and current engagement of each stakeholder identified above,   while   focussing   on   the government at local, State and national levels

5. Organize and execute State-wise stakeholder consultation workshops involving representatives from all the stakeholders identified under stakeholder mapping (minimum one workshop per State), apart from undertaking desk studies/ field visits/ surveys to assess capacity needs in the selected States/ national level. The State level and national workshops will include- in the agenda­ presentations from two other major stakeholders viz. fisheries and media. Therefore, planning  and organization of the workshop will need to be done in a highly consultative manner and keeping in mind the tasks of the other consultants working on other stakeholders assessment.

6. Draft report on capacity needs assessment (framework for writing the report and ToC to be provided by GIZ), including an indicative workplan for capacity development activities to be implemented by the project, and indicators that can be used to monitor progress on the capacity building measures.

7. Organize and execute a National Stakeholder Workshop, involving all the partner States as well as key relevant National bodies, to prioritize capacity development activities at State/ National level. The other consultants may also present their findings at this event.

8. Incorporate the workshop discussions in the final report.

  • Inputs to report on accreditation and certification schemes (D1)

  • Situation analysis draft report (D2)

  • Planning   and   organization of State-wise Stakeholder consultation workshops and CNA related field work in four States (D3).

  • Draft report on Capacity Needs Assessment (D4)

  • Planning  and  execution  of  a   National  Stakeholder consultation workshop (D5)

  • Final Report, including the situation analysis, work plan and indicators for monitoring (D6)

The Institute wishes to engage competent professionals for providing assistance in the WII-GIZ Project on ‘Capacity needs assessment for participatory management of coastal and marine protected areas in India with special reference to Forest Sector and Youths’. Consultant (TWO)

 

Essential Qualifications:

  1. Doctorate degree in Wildlife Sciences

  2. 10 years of research experience in Marine Biodiversity Conservation after Master’s Degree.

Desirable Qualifications:

  1. Proven publication record and experience of working with communities/ institutions for the conservation of coastal and marine biodiversity

  2. Strong writing, publishing and documentation skills.

  3. Experience of working with international conservation organizations.

  4. Experience of organizing conferences/ meetings/ workshops.

Emoluments:

Consolidated Rs. 50,000/- month.

Period of Engagement:

3 months (November 2013 to January 2014)

Duty Station:

WII-Dehradun and/ or Project States

Age:

Not more than 50 years as on 28 October, 2013.


Project Associate (One)

Essential Qualifications:

  1. Masters degree in Wildlife Sciences/ Marine Biology/ Fisheries Science/ Environmental Sciences in First Class

  2. 3 years of research experience in Wildlife Conservation after obtaining Master’s Degree

Desirable Qualifications:

  1. Strong writing, publishing and documentation skills.

  2. Experience of working with communities/ Institutions for the conservation of coastal and marine biodiversity.

Emoluments:

Consolidated Rs. 20,000/- month.

Period of Engagement:

4 months (November 2013 to February 2014)

Duty Station:

WII-Dehradun with frequent visits to Project States

Age:

Not more than 35 years as on 28 October, 2013.

Method of Engagement:
